Winter Support 2026/27 is one-off Ukrainian state aid for vulnerable households in frontline communities for the 2026–2027 heating season. It was introduced by Cabinet of Ministers Resolution No. 1084 of 3 September 2026 and is administered by the Pension Fund of Ukraine. Unlike the ₴6,500 payment of the 2025/26 season, which was credited to a special account with a limited list of purchases, the new aid is paid in real money with no spending restrictions.
Coverage area
Eligibility depends on where a person actually lives. The government approved a list of communities in two groups: those within 20 km of the front line and those 20–50 km away. The programme covers communities in the Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv and Chernihiv regions; temporarily occupied territories are not included. In Kharkiv region the list includes, among others, the Kupiansk, Vovchansk, Dergachi, Zolochiv, Izium, Chuhuiv, Balakliia, Liubotyn and Kharkiv communities.
Recipients
The aid goes to households that include: people with disabilities of any group and children with disabilities; housing subsidy recipients; internally displaced people receiving housing assistance; low-income and large families; single mothers and childbirth benefit recipients; family-type children's homes, foster families and guardians; and single non-working people of pension age. One payment is made per household regardless of its size.
How to apply
Applications are made in person from 4 September to 30 October 2026 inclusive; corrections and documents are accepted until 4 November. There is no online application: attending in person is required for identification and to choose how the money is paid. A legal representative applies for a child or a person lacking legal capacity; powers of attorney are not accepted. Social services and local authorities help people with limited mobility, including home visits. The Pension Fund decides within 30 calendar days and notifies the applicant by letter or in their account on the e-services portal.
Payment and use
In communities within 20 km of the front line, the money is paid to a bank account (IBAN) or through Ukrposhta; in the 20–50 km zone, to a bank account or by Western Union transfer, funded by international humanitarian partners. Payments are made by 30 November 2026. There is no spending control: the money can go on fuel, warm clothes and footwear, blankets, power banks or utility bills.
Scale
The programme is designed for more than 380,000 households, home to about one million people, with over ₴7.4 billion allocated. By the end of September 2026, about 11,000 applications had been filed in Kharkiv region; the Pension Fund estimates about 18,000 households in the region may qualify.
