Winter Support is a Ukrainian state programme of one-off assistance to vulnerable groups for the heating season. The Cabinet of Ministers introduced it by Resolution No. 1433 of 5 November 2025. Unlike the universal payments of earlier years, the programme is targeted: only specific groups of citizens receive the money.
Recipients in 2025/26
The ₴6,500 was available to parents or legal guardians receiving state aid for children in guardianship or care, for children with disabilities in family-type children's homes and foster families, for displaced children and for children under 18 from low-income families; to internally displaced people with Group I disability; and to single pensioners receiving a care allowance.
How it was paid and spent
Applications could be made in the Diia app until 17 December 2025 or through the Pension Fund. The money was credited to a Diia.Card or another card with a special account and can be spent on clothing, footwear, medicines and vitamins within 180 days of being credited.
Payments in 2026
By March 2026, 374,000 recipients had received ₴2.43 billion. For people who applied on time but were not paid before the end of the budget year, the government decided in March 2026 to pay about ₴329.7 million more to 50,721 people.
The 2026/27 season
No new ₴6,500 payment is currently planned for the 2026/27 heating season. Instead, Resolution No. 1084 of 3 September 2026 introduced a one-off payment of ₴19,400 per household for vulnerable groups in designated frontline communities of the Donetsk, Zaporizhzhia, Dnipropetrovsk, Kherson, Kharkiv, Sumy, Mykolaiv and Chernihiv regions. Applications are accepted until 30 October 2026 at Pension Fund service centres, administrative services centres or through authorised community officials.
