History of the holiday
More than 20 years ago our country received its Basic Law.
This date truly matters to every Ukrainian.
Article 5 of the Constitution of Ukraine states:
The Constitution of Ukraine was adopted by the Verkhovna Rada of Ukraine on 28 June 1996, during the fifth session of the second convocation. The vote finished in the morning after a non-stop night sitting that went down in history as the “constitutional night”. The document was supported by 315 members of parliament — well above the two-thirds majority required. That same day the Basic Law was signed by the President of Ukraine and the Chairman of the Verkhovna Rada.
Its adoption completed a long stage of state building that began with the declaration of independence on 24 August 1991. Until 1996 the country lived under the amended 1978 constitution and the 1995 Constitutional Agreement. It was the 1996 document that finally established Ukraine as a sovereign, independent, democratic, social and law-based state with a republican form of government.

The Constitution of Pylyp Orlyk
The “Pacts and Constitutions of the Rights and Freedoms of the Zaporizhian Host”, concluded in Bendery, are regarded as one of the earliest European constitutional documents in spirit and content. It limited the hetman’s power and secured the rights of the Cossacks.
Declaration of independence
The Act of Declaration of Independence of Ukraine created the legal foundation for drafting the country’s own Basic Law.
Adoption of the Constitution
After a non-stop night sitting, parliament adopted the current Constitution. The date became a national holiday.
Political reform
Amendments redistributed powers between the President, parliament and government, moving the model closer to a parliamentary-presidential one.
The 2004 amendments annulled
The Constitutional Court ruled that the 2004 reform had breached procedure, and the country returned to the 1996 wording.

The holiday is written into the Constitution itself
Article 161 states directly that the day the Basic Law was adopted is a national holiday — Constitution Day of Ukraine. Few documents establish their own holiday.
The “constitutional night”
MPs worked for more than 24 hours without a break: the sitting opened on the morning of 27 June 1996 and ended with the vote on the morning of 28 June.
Ukrainian is the state language
Article 10 secures Ukrainian as the sole state language and guarantees free development of the languages of national minorities.
The original is kept in parliament
The authentic signed copy is held by the Verkhovna Rada of Ukraine and is traditionally put on display on the holiday.
Human rights come first
Chapter II, devoted to the rights, freedoms and duties of the individual and citizen, is the largest part of the document.
Chapter I is specially protected
The foundations of the constitutional order cannot be changed without a nationwide referendum — one of the strongest safeguards in the text.
